Information drawer for licenses detected in MR

Problem

In the merge request widget when licenses are detected, the user selects license and opens a modal. This is not aligned with the upcoming work on &1416 (closed) for other scan detections.

Solutions

Remove modal and leverage upcoming drawer (&1416 (closed)) to display license management data and actions.
