Improve Monitoring with support for alerts on computed capacity metrics

Problem to solve

Support alerting on "computed metrics". For example: (Requests) / (Capacity) > 0.95. These should be available on cluster and environment metrics.

Work for the frontend-side of this has been completed.

• Backend support
  • Environment metrics: could potentially start working on this although the implementation could change once we move cluster metrics to the new format.
  • Cluster metrics: blocked by https://gitlab.com/gitlab-org/gitlab-ee/issues/12256
