Geo: Consume create events for Package files
Problem to solve
Following on #118743 (closed):

Consume create events for new Package files, but make it no-op. -
While implementing the Self-Service Geo Framework. Take the time to make it reusable. -
Ensure this is well tested, generically. When adding a new Blob data type, it should be easy to test that the create event is consumed-- shared examples?
Mostly this means write a worker to process events. We would like to get rid of Geo Log Cursor. We reused Geo Log Cursor but added a generic Geo::Event which we can stuff in anything we want. Then Geo Log Cursor enqueues Geo::EventWorker on the secondary. At that point we are decoupled from the Geo Log Cursor and we're off to the races.
In the next issue, we will perform replication instead of no-op.
