Is there a plan to move the Multi-project pipelines feature to lower (Starter) tiers?

This seems to be a pretty essential feature that almost all, if not any, other CI solution currently supports out of box. The price difference between the starter and premium enterprice licenses is too significant to justify purchasing the higher tier only to get access to cross project pipelines. It makes perfectly sense for HA, Geo and other features large enterprises might need, but multi-project pipelines seem to be out of place.
