Rollout: vue3_migrate_crm feature flag
## Summary
Roll out [the feature](https://gitlab.com/gitlab-org/gitlab/-/work_items/630031) currently behind the `vue3_migrate_crm` feature flag.

## What could go wrong?
- Blast radius is small: the flag only affects the CRM contacts and organizations pages (`/groups/:group/-/crm/contacts` and `/groups/:group/-/crm/organizations`), which only render for groups with CRM enabled, and it's off by default.
- The failure mode would be one of these pages' Vue apps not mounting or misbehaving under Vue 3 compat mode once the flag's on, most likely around the router-driven create and edit drawers or table sorting.
- Both pages log a Vue 3 only `[Vue warn]: Property "isEmpty" was accessed during render but is not defined on instance.` It comes from an existing bug (`this.isEmpty` is never defined in `contacts_root.vue` and `organizations_root.vue`), behaves the same on Vue 2, and isn't a regression.
- Rollback is turning `vue3_migrate_crm` off. Flag state is cached in process memory for about a minute, so give it a minute to take effect.

## Rollout
Run all production `/chatops` in [`#production`](https://gitlab.slack.com/archives/C101F3796) and cross-post the results to `#g_work_items`. ## Cleanup
Remove the flag once [deemed stable](https://handbook.gitlab.com/handbook/product-development/how-we-work/product-development-flow/feature-flag-lifecycle/#feature-flag-lifecycle).
