[FF] `ai_flow_trigger_goals` -- Configure a goal per event type on a flow trigger

Roll out [the feature](https://gitlab.com/gitlab-org/gitlab/-/work_items/627896) currently behind the `ai_flow_trigger_goals` feature flag.

## What could go wrong?
- A stored goal changes the instructions the agent gets. This happens on every run of the trigger, not just once. Check the goal text before you turn the flag on.
- The goal counts as fixed overhead in the goal length budget. A long goal leaves less room for the discussion thread. The run trims more of the thread instead of failing.
- A goal is standing configuration. It runs with no person present, under the service account, on every future trigger event, until someone changes or removes it.
- The flag hides a stored goal. It does not delete it. Turn the flag off and the goal stops applying, but it stays in the database.
- A trigger that points at a foundational flow cannot store a goal. A model validation refuses it on save, so those flows are unaffected by this rollout.
- A goal applies only to the event type it is stored under. A trigger that listens to several events can carry a goal for one of them and leave the rest as they are today.

## Cleanup

Remove the flag and its YAML definition from the codebase, then:
