Build the Organization Access overview page with mock data
## Why
Admins need one place to see every org-level resource. They need to see how many members each has and who its owners are. They also need a way to reach each resource's members page.
{width=831 height=600}
## What to do
1. Create the page entrypoint `ee/app/assets/javascripts/pages/organizations/access/index/index.js`.
- Webpack loads it automatically for `Organizations::AccessController#index`.
- Keep it to two lines:
```js
import { initOrganizationAccess } from 'ee/organizations/access';
initOrganizationAccess();
```
2. Create `initOrganizationAccess()` in `ee/app/assets/javascripts/organizations/access/index.js`. Use `app/assets/javascripts/organizations/users/index.js` as reference. That one also sets up Apollo, but this page does not need Apollo yet.
- Find `#js-organization-access` and return `false` if it is missing.
- Mount the app with `initVueApp` (from `~/lib/utils/vue3compat/init_vue_app`).
- Pass `organizationPath` from `el.dataset.organizationPath` as a prop.
3. Create the Vue app component `ee/app/assets/javascripts/organizations/access/components/organization_access_app.vue`. Use `app/assets/javascripts/organizations/users/components/app.vue` as reference.
- Name it `OrganizationAccessApp`.
- Add the prop `organizationPath` (String, required).
4. Create a constants file `ee/app/assets/javascripts/organizations/access/constants.js` with the following values.
- Each `RESOURCES` entry has `key`, `label`, `icon`, `roles`, and an optional `membersPath` route helper. This lets other products reuse the same components. Each product still needs its own page and API queries later.
- Artifact Registry is the only entry for now.
- `artifactRegistryAccessOrganizationPath` comes from the Artifact Registry page bootstrap issue (see Dependencies).
- Later issues add more fields to each role (descriptions, access summary).
```js
export const RESOURCE_ARTIFACT_REGISTRY = 'artifact-registry';
export const RESOURCES = {
[RESOURCE_ARTIFACT_REGISTRY]: {
key: RESOURCE_ARTIFACT_REGISTRY,
label: s__('OrganizationAccess|Artifact Registry'),
icon: 'infrastructure-registry',
membersPath: artifactRegistryAccessOrganizationPath,
roles: [
{ value: 'ADMIN', text: s__('OrganizationAccess|Admin') },
{ value: 'OWNER', text: s__('OrganizationAccess|Owner') },
{ value: 'CONTRIBUTOR', text: s__('OrganizationAccess|Contributor') },
{ value: 'VIEWER', text: s__('OrganizationAccess|Viewer') },
],
},
};
```
5. Add the page heading to `OrganizationAccessApp` using `PageHeading` (`~/vue_shared/components/page_heading.vue`).
```vue
<page-heading :heading="s__('OrganizationAccess|Organization access')">
<template #description>
{{ s__('OrganizationAccess|Manage resource access for items at the organization level') }}
</template>
</page-heading>
```
6. Create mock data in `ee/app/assets/javascripts/organizations/access/mock_data.js`.
- Export `MOCK_RESOURCE_SUMMARIES`, keyed by resource key.
- Each entry has `roleCounts` and `owners`.
7. Create `ee/app/assets/javascripts/organizations/access/components/resources_table.vue` using `GlTableLite` (`stacked="md"`). Add the prop `organizationPath` and render one row per `RESOURCES` entry. Columns:
- Resource: `GlIcon` (subtle) and the label, in bold.
- Members: "N members" (pluralized with `n__`).
- The member total is the sum of the role counts from the mock data.
- Link it to `membersPath(organizationPath)` when the resource has one. Use plain text otherwise.
- Below it, add a small subtle line with the role breakdown, for example "3 Admin · 16 Owner · 120 Contributor · 101 Viewer". Join with a middle dot.
- Owners: 1 to 3 names of members with the Owner role, comma-separated, each linking to the user.
8. Render the table below the page heading in `OrganizationAccessApp`:
```vue
<resources-table :organization-path="organizationPath" />
```
## Out of scope
- Search or filters on this page.
- Rows for Continuous Deployment and Security Policy.
- The Artifact Registry members page ([1.3](https://gitlab.com/gitlab-org/gitlab/-/work_items/629702)).
- Real data (#632260+).
- Key owners. They are skipped until we agree on how they work.
## Acceptance criteria
- [ ] The heading and description render.
- [ ] The table has one row per `RESOURCES` entry, with icon and label.
- [ ] Each row shows "N members" with correct pluralization.
- [ ] Only resources with a members page link to it.
- [ ] The role breakdown text uses middle dots.
- [ ] Each row shows 1 to 3 owner names.
- [ ] Jest specs cover the app and `resources_table.vue`.
## Dependencies
- Depends on [1.1](https://gitlab.com/gitlab-org/gitlab/-/work_items/629700).
- Depends on [1.4](https://gitlab.com/gitlab-org/gitlab/-/work_items/631817) for the Artifact Registry route helper.
