## Summary
Roll out [the feature](https://gitlab.com/gitlab-org/gitlab/-/issues/627512) currently behind the `ai_catalog_group_inherited_consumers` feature flag.

## What could go wrong?
Low blast radius at this stage: #627512 only adds the `kind` enum, validations, and lookup scopes (`for_project_root_group`, `applicable_to_project`) — nothing yet creates `inheriting` consumer records or reads through the new scopes in a live code path. With the flag off, `applicable_to_project` returns exactly today's relation. Real risk shows up once the later epic issues (#627513 policies, #627517 services/mutations, #627518 firing paths, #627519 finders/GraphQL) land behind this same flag and start writing/reading inherited enablement — re-evaluate this section before rolling out past that point, particularly around duplicate flow trigger firing if the union in `applicable_to_project` misbehaves.

## Rollout
Run all production `/chatops` in [`#production`](https://gitlab.slack.com/archives/C101F3796) and cross-post the results to `#g_ai_catalog`.
