[FF] `duo_workflow_use_token_issuer` -- accept stateless Duo Workflow JWTs in auth
## Summary
Roll out [the feature](https://gitlab.com/gitlab-org/gitlab/-/work_items/617039) currently behind the `duo_workflow_use_token_issuer` feature flag.

## What could go wrong?
The flag gates acceptance of stateless RS256 JWTs (minted via `Authn::TokenExchange::TokenIssuer`) in `Gitlab::Auth#git_client_checks` (git-over-HTTPS) and `Gitlab::Auth::AuthFinders#resolve_access_token` (API). If JWT verification or scope/identity extraction is wrong, Duo Workflow requests could be denied (availability) or, worse, incorrectly accepted (auth bypass). Watch auth error rates and exceptions for the affected paths after enabling.

## Rollout
Run all production chatops commands in [`#production`](https://gitlab.slack.com/archives/C101F3796) and cross-post the results to `#g_authentication`.
