[FF] `duo_workplan_async_flow` -- Async server-side workplan generation flow
## Summary
Roll out [the feature](https://gitlab.com/gitlab-org/gitlab/-/work_items/605157) currently behind the `duo_workplan_async_flow` feature flag.

## What could go wrong?
The flag gates two things:
- Availability of the `workplan/v1` foundational flow. This is checked against the **top-level group** (`Ai::Catalog::FoundationalFlow#blocked_by_feature_flag?`, enforced in `Ai::DuoWorkflows::CreateWorkflowService` since !253771).
- The `generateWorkplan` / `resumeWorkplan` GraphQL mutations and the workflow status callback. These currently check the flag against the **project**.
Both checks must pass for a workplan to be generated. When enabling for specific actors, use `--group=` with the top-level group so the flow-level check passes. Enabling only for a project will pass the mutation check but the flow session creation will be refused with "This flow is not available".
Failure mode if something goes wrong: the Plan button on a work item errors or the workplan never gets written to the widget. Users can fall back to the existing Duo Chat workplan flow.

## Rollout
Run all production `/chatops` in [`#production`](https://gitlab.slack.com/archives/C101F3796) and cross-post the results to `#f_spec_driven_development`. ## Cleanup
Remove the flag once [deemed stable](https://handbook.gitlab.com/handbook/product-development/how-we-work/product-development-flow/feature-flag-lifecycle/#feature-flag-lifecycle) — see [cleaning up](https://docs.gitlab.com/development/feature_flags/controls/#cleaning-up). Remove the flag and its YAML definition from the codebase, then:
