[FF] Roll out `enforce_composite_identity_for_api_started_workflows`, which requires a composite identity service account for API-started flows

Roll out [the feature](https://gitlab.com/gitlab-org/gitlab/-/work_items/601901) currently behind the `enforce_composite_identity_for_api_started_workflows` feature flag.

## What could go wrong?
When the flag is enabled, `POST /ai/duo_workflows/workflows` and `POST /ai/duo_workflows/agent_workflows` with `start_workflow: true` no longer fall back to the organization-level Duo Workflow service account. The request returns `403 Forbidden` unless a composite-identity service account is either mapped to the flow in the AI Catalog or is the authenticated caller.
**This is a breaking change for API consumers.** Any integration that starts flows with a plain personal access token and no mapped service account will start failing with `403`. Known dependency: CEF still relies on the legacy fallback and must be migrated before global rollout.
Rollout should be per root namespace (the flag actor is `container.root_ancestor`). Watch the exceptions and events links below plus the API 4xx rate for the two endpoints above.
