Missing audit event for group-level user ban on GitLab.com
Group-level user ban on GitLab.com does not create an audit event
### Summary
On GitLab.com, when Group owner performed user ban from a group-level moderation flow does not appear to create an audit event. The existing `ban_user` audit event work appears to cover admin-side user bans, not group-owner ban actions.
### Steps to reproduce
1. On GitLab.com, use a group owner account.
2. Ban a user from the group-level moderation or membership context.
3. Check the relevant audit log view for a ban-related event.

### What is the current _bug_ behavior?
When a group owner bans a user from the group context on GitLab.com, no corresponding audit event is visible for that action. This matches the current documentation and implementation trail showing `ban_user` as a user-scoped audit event rather than a group-scoped one.
### What is the expected _correct_ behavior?
A group-level ban action should create an audit event that can be reviewed in the relevant audit log surface, similar to how admin-side bans are audited.
