19.0 Release Post Item: Duo Core Moving to Consumption Based Pricing

Starting in GitLab 19.0, [Duo Core moves to consumption-based pricing](https://docs.gitlab.com/subscriptions/subscription-add-ons). Code Suggestions in the Web IDE and desktop IDEs, which were previously included with Premium and Ultimate subscriptions, now consume GitLab Credits.
Duo Chat is also changing — it's now agentic and runs on Duo Agent Platform. For Duo Chat to be available in the GitLab Web UI, Web IDE, or desktop IDEs, Duo Agent Platform must be enabled at the instance or top-level group level.

Starting in GitLab 19.0, Duo Core moves to consumption-based pricing. Code Suggestions in the Web IDE and desktop IDEs, which were previously included with Premium and Ultimate subscriptions, are now consumption-based.
