Users lose access to Classic Duo functionality once a group is defined to control DAP access

When a group is defined with either one or both of the available settings enabled - GitLab Duo Classic - GitLab Duo Agent Platform users that are not members in the relevant group will lose access to Duo Classic functionality. This breaks existing behaviour as Duo Classic access ha so far either controlled by a Duo Enterprise/Professional seat allocation or granted as part of the ultimate/premium seat as [GitLab Duo Core](https://docs.gitlab.com/subscriptions/subscription-add-ons/#gitlab-duo-core). Now the customer would have to define a separate group and add all users for Duo Classic as members to that group instead. ### Steps to reproduce <!-- Describe how one can reproduce the issue - this is very important.
