Include a tooltip on hover with the following copy, dependent on license & location: 1. Group Level (Premium+): `New` Epics and issues are now work items. 2. Group Level (Free): `New` Issues are now work items. 3. Project Level (All subscriptions): `New` Issues are now work items. 2. Badge is removed after: 1.
