Project level alert on Branch rules shown after group level protection is created

Since branch rules are only available on project level, this shouldn't happen ### Steps to reproduce <!-- Describe how one can reproduce the issue - this is very important. Please use an ordered list. --> * open a group * go to **Settings / Repository settings / Protected branches** * create a branch protection **Note:** This might be a first-time experience.
