### Summary
If the latest pipeline in MR pipelines is in blocked status, the security widget spins indefinitely.
### Steps to reproduce
1. Create a new project.
2. Create a new branch `dev`.
3. Add a `Dockerfile` in the root of the project with content:
```
FROM node:10.6-alpine
```
4. Add `.gitlab-ci.yml` and make sure you have a manual blocking job after security scanning job(s):
```
stages:
- build
- test
- deploy
include:
- template: Jobs/Container-Scanning.gitlab-ci.yml
container_scanning:
variables:
CS_IMAGE: $CI_REGISTRY_IMAGE/my-image
build-image:
image: docker:24.0.2-cli
stage: build
services:
- docker:24.0.2-dind
script:
- docker build --tag $CI_REGISTRY_IMAGE/my-image .
- docker login --username gitlab-ci-token --password $CI_JOB_TOKEN $CI_REGISTRY
- docker push $CI_REGISTRY_IMAGE/my-image
deploy:
stage: deploy
script:
- echo "manual job"
when: manual
allow_failure: false
```
5. Commit your changes to `dev` branch.
6. Create a new merge request to merge `dev` to `main`.
7. Wait for pipeline to finish but do not run the manual job. Pipeline will be in blocked state.
8. Open the MR overview and security widget keeps spinning.
### Example Project
<!-- If possible, please create an example project here on GitLab.com that exhibits the problematic
behavior, and link to it here in the bug report. If you are using an older version of GitLab, this
will also determine whether the bug is fixed in a more recent version. -->
https://gitlab.com/e_munn_ultimate_group/tests/ci-tests/mr-blocked-pipeline-test
### What is the current *bug* behavior?
Merge request's security widget keeps spinning and shows `Security scanning is loading` when pipeline is `blocked` due to manual blocking jobs.
### What is the expected *correct* behavior?
MR security widget should not keep spinning. Maybe a message like "waiting for pipeline to complete" would be more helpful to the user.

### Patch release information for backports
If the bug fix needs to be backported in a [patch release](https://handbook.gitlab.com/handbook/engineering/releases/patch-releases) to a version
under [the maintenance policy](https://docs.gitlab.com/policy/maintenance/), please follow the steps on the
[patch release runbook for GitLab engineers](https://gitlab.com/gitlab-org/release/docs/-/blob/master/general/patch/engineers.md).
Refer to the [internal "Release Information" dashboard](https://dashboards.gitlab.net/d/delivery-release_info/delivery3a-release-information?orgId=1)
