Show Restricted Access status and inform about provisioning behavior for customers with enabled Restricted Access
### Problem Customers with Restricted Access (RA) enabled by default don't see any explanation of why it's enabled or how it works. These customers cannot disable RA but have no visibility into this constraint in the UI. There's no proactive information about how protocol provisioning works for their tier/segment, which lead to confusion when newly provisioned users have Minimal Access role. ### Solution For customers who have RA enabled: - Show clear indicator that RA is active - Explain how protocol provisioning works when no seats available - Consider: Add info banner on Usage Quotas page if using protocol provisioning - Consider: Add "Learn more" modal with detailed explanation #### Acceptance criteria: - For customers with default-enabled Restricted Access toggle/control is visually disabled with tooltip explanation - For customers with enabled Restricted Access toggle/control can be disabled but there should be information about possible consequence(going into overage state) - Provisioning behavior is explained proactively ## Design Figma: [Link](https://www.figma.com/design/yTh5xyrHwaAjbW7QhvqZ8C/Restricted-Access--RA-?node-id=226-10412&t=lUkl1QvGnUVx7tQ4-1) Context: Self-serve customers will have Restricted Access on by default and will not be able to change it.
