Double action kebabs on the project overview page

## Details
On the project overview page, there are now 2 kebab menus with actions. I'm not sure if this is intended, as the copy permalink action copies the link of the readme file, which isn't entirely clear what it's pointing to since it's up with the general project code actions.
Additionally, one kebab says "Actions" and one says "More actions", we should make these consistent.
Lastly, the tooltip "Actions" remains on the trigger during focus, but "More actions" does not, I think this needs to be updated to remain open on focus according to https://design.gitlab.com/components/tooltip#behavior.

* Is the double kebab behavior intended? Not sure if there needs to be a `copy permalink` action on the project overview when it's not obvious which file it is related to.
* Make the tooltips consistent
* Update tooltip to stay open during focus state
