As discussed in https://gitlab.com/gitlab-org/gitlab/issues/20042#note_260092872, we need to add a background migration to backfill `LfsObjectsProject` for forks once the issue has been fixed. This is to fix the behavior for existing forks before the fix is deployed/released.
