As part of Archive Label functionality, we should better separate active and archived labels, and make it simpler to change item state. **Labels list** 1. Tabs are "Active" (no archived), "Archived" (only archived), "Subscribed" (only subscribed) 2. Remove "Prioritized labels" from Archived tab **Labels in labels list** 1. When a label is not archived, add an action from the Labels list "Archive". This should be the last action in the ellipsis menu. 2. When a label is archived, add an action from the Labels list "Unarchive". This should be the first action in the ellipsis menu. **Label detail** 1. Add an alert to the top of any archived item 1. Warning variant, no title, body text: "This label is archived and unavailable for use." 2. Action: "Unarchive"
