Enhanced UX for surfacing who locked files better
# Context In https://gitlab.com/gitlab-org/gitlab/-/issues/4623, a design proposal was made for a popover which would surface who locked files better: ![image \(12\).png](/uploads/931b9f25701b152bf9253f44d223c8fc/image__12_.png) # Temporary development solution To solve the immediate user need in https://gitlab.com/gitlab-org/gitlab/-/issues/4623, a tooltip with the username of the user who locked the file was added in https://gitlab.com/gitlab-org/gitlab/-/merge_requests/186291 while design feedback was being iterated on.
