Move the `Related to #issue` statement in merge request description to the top

When a newly created branch name has a GitLab issue number prepended to it, the GitLab merge request(MR) automatically adds a `Related to #issue_number` statement to the MR description. ## Proposal Move the `Related to #issue_number` statement in the default MR template to the top of the MR description. ## Why? * Convenience * It makes it easier to find the issue directly related to the MR.
