Allocates IIDs for records that use IID
When implementing the Feature Flag for Direct Transfer, we should enable exporting the `max_iids.json` by default before activating the pipeline that imports the IIDs. This is because, in Direct Transfer, when creating new pipelines, we need to specify the GitLab version from which the relation is available. (see [MR comment](https://gitlab.com/gitlab-org/gitlab/-/merge_requests/227925#note_3181737461))
