Unapply/Apply a compliance framework as Group Owner in the project and the sub-group compliance center
### Summary
We have a certain compliance framework label set for all projects under `gitlab-org/security`. I wanted to remove that label for `gitlab-org/security/cluster-integration/gitlab-agent` so I went to the [project's compliance dashboard](https://gitlab.com/gitlab-org/security/cluster-integration/gitlab-agent/-/security/compliance_dashboard/frameworks) but I can only see the framework and not remove it. To remove it I need to go to the [group-level compliance dashboard](https://gitlab.com/groups/gitlab-org/security/-/security/compliance_dashboard/) and then find the project among all the other ones to finally be able to change the label.
### Steps to reproduce
1. Set compliance framework label for projects under a given group
2. Go to a project's compliance dashboard
3. Observe that you can't remove compliance framework label
