Add new GitLab project template - Zola/GitLab Pages
<!-- This template is a great use for issues that are feature::additions or technical tasks for larger issues.-->
### Proposal
I wish to add a GitLab project template for a static site built with [Zola](https://getzola.org/) and GitLab Pages. Here is a working example: [vaibhavs.mishra/gitlab-template-zola](https://gitlab.com/vaibhavs.mishra/gitlab-template-zola).
As per GitLab Documentation: [Add a new built-in project template](https://docs.gitlab.com/ee/development/project_templates.html#add-a-new-built-in-project-template)
> In your issue, @ mention the relevant Backend Engineering Manager and Product Manager for the Create:Source Code group.
I am adding mentions of @dpoosarla (Backend Engineering Manager) and @mcbabin (Product Manager) for the kind consideration of this issue.
<!-- Use this section to explain the feature and how it will work. It can be helpful to add technical details, design proposals, and links to related epics or issues. -->
This template will provide a scaffolding for people interested in building a static site with Zola and GitLab Pages, much like [Hugo/GitLab Pages project template](https://gitlab.com/gitlab-org/project-templates/hugo).
<!-- Consider adding related issues and epics to this issue. You can also reference the Feature Proposal Template (https://gitlab.com/gitlab-org/gitlab/-/blob/master/.gitlab/issue_templates/Feature%20proposal%20-%20detailed.md) for additional details to consider adding to this issue. Additionally, as a data oriented organization, when your feature exits planning breakdown, consider adding the `What does success look like, and how can we measure that?` section.
