The instructions for the first screenshot requested for the [Gitlab for Open Source](https://docs.gitlab.com/ee/subscriptions/community_programs.html#gitlab-for-open-source) verification won't apply if the user has [disabled the "Show shortcut buttons above files on project overview" setting](https://gitlab.com/gitlab-org/gitlab/-/issues/22055) in their profile. The license button simply doesn't exist. I think one of my projects was declined for this reason, but since there's zero detail in the email about it, I can't be sure. <!-- Don't edit below this line -->
