Split repository size limit in git repo size and LFS size

Currently, admins can set the [repository size limit](https://docs.gitlab.com/ee/administration/settings/account_and_limit_settings.html#repository-size-limit) to a certain value. This storage limit includes both Git repo storage as well as LFS storage. Since these storage locations are separated, it makes sense to set separate limits for both Git repo storage and LFS storage. This allows admins more fine-grained control of managing storage limitations.
This should then also be reflected in the notifications.
