### Problem to solve When the compliance center was first introduced it accidentally allowed assigning and unassigning frameworks from projects at the subgroup level. As part of https://gitlab.com/gitlab-org/gitlab/-/issues/441193+ this functionality was removed. Users are now expecting this functionality to be available. ### Proposal Add the functionality to assign/unassign frameworks to/from projects at the subgroup level. This should include the bulk assigning tool. Only for subgroup/group owners
