It is a divider between issues that have been explicitly prioritized for the next upcoming maturity goal (e.g. Experiment, Beta, GA, Viable, Complete, Loveable), and those which have not. This relative prioritization should be performed regularly as part of the [Sync Phase of Pre-IPM Process - Prioritization](https://about.gitlab.com/handbook/engineering/development/dev/create/ide/#sync-phase-of-pre-ipm-process---prioritization).
