Mass delete pipelines through the UI

### Problem to solve
As a developer who uses gitlab, i would like a way to mass delete pipelines which are in various states (mainly running & blocked) so that I can clear up mistakes, old pipelines and get a clearer picture of what is running and should be running.

The user should be able to achieve this action through the product and not require use of the API or writing custom tooling to solve the issue
### Proposal
Gitlab are going to build a mechanism to filter pipelines using the ui and select multiple, then a 'mass actions' button or similar will exist to enable us to handle a volume of mass functionality like 'stop/cancel/delete'
