Text selection behavior in the "Create MR" popup on issues can be improved

### Proposal
It's very common for the mouse pointer to land outside a modal popup when selecting text within a text box.
The current behavior for the button "Create merge request" on issues is that releasing a mouse click outside the modal causes it to disappear. See video below:
