Do not apply limits to MR diffs API

However, because this API is also subject to [diff limits](https://docs.gitlab.com/ee/administration/diff_limits.html#configure-diff-limits), the API consumer cannot rely on this API as a single source of thruth about MR diffs. This can cause issues and confusions similar to what's been described in [this internal customer ticket](https://gitlab.zendesk.com/agent/tickets/459709). We should either make sure that API is not subject to the same limits or document these limits on [List merge request diffs](https://docs.gitlab.com/ee/api/merge_requests.html#list-merge-request-diffs) page. <!-- Use this section to explain the feature and how it will work.
