#### Summary
Extend the existing feature of moving an unresolved thread in a GitLab merge request to an issue, by adding the capability to create a corresponding issue in Jira.
#### Description
Currently, GitLab allows users to move an [unresolved thread in a merge request to a GitLab issue](https://docs.gitlab.com/ee/user/project/merge_requests/#move-one-unresolved-thread-in-a-merge-request-to-an-issue). This proposal aims to extend this functionality to create an issue in Jira directly from an unresolved thread in a GitLab merge request. This would streamline the workflow for teams that use both GitLab for code management and Jira for issue tracking.
#### Technical Details
1. Add a "Create Jira Issue" button next to the existing "Create issue to resolve thread" button in the thread actions.
2. Clicking this button would open a modal to fill in the details for the Jira issue.
3. The thread would be linked to the newly created Jira issue, and a comment would be added to the thread mentioning the Jira issue ID.
