Error editing merge request: Approval rules name has already been taken

Other team members have mentioned this problem happens on regular production, NOT when canary is enabled via `next.gitlab.com`.
It's possible this problem only shows up because the old version is submitting parameters (e.g. a blank approval rule name) and inducing this error.
