Confusingly in the case of [Priority of default description templates](https://docs.gitlab.com/ee/user/project/description_templates.html#priority-of-default-description-templates) the group level settings override the project level `default.md`. To decrease confusion and increase flexibility this should be corrected. Use case: my team sets defaults at group level and then need the ability to set more specific details at project level in certain cases.
