Introduce global CI config for `id_tokens`

" --> You can set a global default for the `id_tokens` keyword. ### Problem to solve <!-- What is the user problem you are trying to solve with this issue? --> Adding [the id_tokens keyword](https://docs.gitlab.com/ee/ci/yaml/#id_tokens) to every job in a pipeline can be time consuming and uses up a lot of lines for a configuration that usually doesn't change. ### Proposal <!-- Use this section to explain the feature and how it will work. It can be helpful to add technical details, design proposals, and links to related epics or issues. --> We should add `id_tokens` to [the default](https://docs.gitlab.com/ee/ci/yaml/#default) keyword possible inputs. Doing this will add the same `id_tokens` configuration automatically to every job.
