Allow to see MR comments hidden by hiding whitespace on the Changes page

If you leave a comment in a merge request on a file with whitespace changes only it won't be shown if you have `Show whitespace changes` setting disabled. We should help users discover that by showing the `X file comments hidden` button which will trigger the whitespace setting back on.
