Custom pages when access workspaces which is starting/stopped/stopping/restarting/terminating

### Description
We should provide custom UX pages for better UX experiencing when user is trying to access
- a workspace which is starting/stopped/stopping/restarting/terminating
- a port in the workspace which is not exposed
Questions
- Should we show a 404 page when a user is trying to access a workspace they are not authorized to? This is what Pages does. However, does it make sense in our case?
