POC for the shared Commit workflow component which could be re-used everywhere we need this workflow

The aim of the POC is to try and move the Commit workflow component out of the Web IDE and make it universally shared for other applications to make use of it. This will also create a SSOT for the [Update "Commit changes" modal to make choices clearer](https://gitlab.com/gitlab-org/gitlab/-/issues/349806) effort ### Availability and Testing Regression testing, please make sure e2e:package-and-test job is passing.
