Make file browser icon in MR diff page more accessible when reviewing code below the fold

It makes me lose focus on what I was reviewing. There is also no keyboard shortcut for this, so there is other workaround to it. ### Proposal Alternatively, move the toggle file browser icon to the file browser, such that when the file browser is collapsed, the icon remains visible. Much like the left and right sidebars. A keyboard shortcut would be nice to have, but having the icon is still necessary.
