Group-Level Merge & Squash Commit Templates

### Problem to solve
We recently added the ability to create [Merge/Squash Commit Templates](https://docs.gitlab.com/ee/user/project/merge_requests/commit_templates.html) at the project-level. However, this feature is not yet available at the group-level.
### Proposal
With the addition of project-level merge/squash commit templates in https://gitlab.com/gitlab-org/gitlab/-/merge_requests/64437 & https://gitlab.com/gitlab-org/gitlab/-/merge_requests/74340, this functionality should be extended to support group-level templates. The ability to create Merge/Squash Commit Templates via group-level settings would be a valuable addition so that all projects under a group can share the same templates.
