Integration Improvement Request: Granularly control Merge Request notifications

The only time I want my teammates to be notified is when a MR goes from "DRAFT" to "READY". ### Proposal - Create additional checkboxes in the communication integration interfaces to allow certain types of Merge Request notifications to go to slack, as opposed to allowing ALL notifications or NONE of the notifications. <!-- Use this section to explain the feature and how it will work.
