In the table it looks like that `guest` users are able to view & pull project code.  There is a `(1)` remark which mentions something about self-hosted and refers to [GitLab.com visibility settings](https://docs.gitlab.com/ee/user/gitlab_com/index.html#visibility-settings) for the SaaS. This section in its turn only tells us that some items have their internal visibility disabled.
