Assigning specific files to multiple reviewers to review

### Proposal
For particularly big MRs, it would be nice to have an option to add specific files/folders to certain individuals in the team. This helps in two ways:
1) The author can keep one MR for one big feature.
2) Each reviewing individual/codeowner can review the code in the best possible way.
