Feature: Citation support for software repositories

### Proposal
Recently, GitHub announced built-in citation support. This is a great idea where researchers and scientists can more easily receive acknowledgments for their contributions to software. It would be great to see this feature in the GitLab repositories. There's a Ruby-citation-file-format [ruby-cff](https://github.com/citation-file-format/ruby-cff) gem available to enable this feature.
