Hello GitLab, I am proposing that the [Test Cases](https://docs.gitlab.com/ee/ci/test_cases/) feature be extended with functionality from the [Kiwi TCMS](https://kiwitcms.org) open source project to provide a fully featured test management capabilities inside the GitLab platform. Kiwi TCMS is a test management system with long history and diverse community which recently celebrated the 500K download milestone.
