Notifications switch cannot be enabled for projects where it previously could be

When I try to subscribe to notifications for `gitlab-org/gitlab` issues, my cursor shows the "disabled" icon and I cannot subscribe. For example on issue https://gitlab.com/gitlab-org/gitlab/-/issues/323615.
