Ability to Define Board Issue Workflows

### Problem to solve
As a user, I want the ability to assign/remove labels from an issue when it is moved into a different board list, so that I can define a lightweight but highly visible workflow for issues hopefully making issue tracking more understandable.
### Intended users
All user personas could utilize this feature. It dips into project management, but seems to be lightweight enough that supporting it makes sense.
### Further details
Aids in centralizing the SDLC into one application instead of managing a project in a different project management tool.
### Proposal
From the Boards page, we can allow for some sort of configuration (maybe JSON to start, and make it more user-friendly later) to assign/remove labels when an issue enters a board list. In this way, the workflow can be configured by project or group configuration.
