Add include_rebase_in_progress to list MR endpoints

### Problem to solve
Current behavior between list and single MR endpoint is inconsistent. In particular, list endpoints do not accept `include_rebase_in_progress` parameter, while single MR does.
As an API user I want to be able to get Merge Requests with `include_rebase_in_progress` parameter from project/group/general list endpoints (see https://docs.gitlab.com/ee/api/merge_requests.html#list-merge-requests)
